Royal HaskoningDHV, naar eigen zeggen een ‘independent international engineering and project management consultancy’, heeft in opdracht van de Nederlandse Vereniging Duurzame Energie ‘onderzoek’ gedaan naar de emissies van ‘houtige biomassa’ en aardgas. Waar de NOS een artikel van maakte, met een link naar het HaskoningDHV rapport (.pdf).
In het onderzoek mocht de CO2-uitstoot van de verbranding van ‘houtige biomassa’ zoals bepaald volgens de Europese Renewable Energy Directive prettig op nul worden gezet. Wat ‘houtige biomassa’ in vergelijking tot aardgas voor de hele keten van winning, vervoer en verbranding een zeer gunstig CO2-plaatje geeft.
De NOS maakte niet duidelijk dat de gegeven statistieken niet de feitelijke CO2-uitstoot van biomassa weergeven, maar de CO2-geneutraliseerde uitstoot op zijn Renewable Energy Directive’s. De NOS maakte evenmin melding van het eigenbelang van Royal HaskoningDHV om met een biomassa-gunstig rapport te komen, zijnde, het eigenbelang als bioenergy consultant.

But especially wood pellets release more carbon than coal per unit of electricity generated, a series of reports by the European Academies’ Science Advisory Council (EASAC) shows. “Wood pellets are no silver bullet for providing electricity and heat without causing climate change. Even if the EU and many national policies incentivise their use at large scale,” says Prof. Lars Walloe, EASAC’s Environment Programme Chair.

Serious mismatches continue between science and policy in forest bioenergy
[-]The classification of forest biomass as ‘renewable’ is based on the reasoning that, since biomass carbon came from atmospheric CO2 and regrowth absorbs CO2 over time, it can be regarded as ‘carbon neutral’ with net emissions over the harvesting/regrowth cycle of zero. The ‘carbon neutrality’ concept is, however, a gross misrepresentation of the atmosphere’s CO2 balance since it ignores the slowness of the photosynthesis process which takes several decades for trees to reach maturity. This has been pointed out repeatedly (e.g. Agostini, Guiintoli, & Boulamanti, 2014; Berndes et al., 2016; Fisher, Jackson, & Biewald, 2012; Holtsmark, 2012, 2013; Mitchell, Harmon, & O’Connell, 2012; Ter‐Mikaelian, Colombo, & Chen, 2015; Zanchi, Pena, & Bird, 2012). Nevertheless, its simplicity brought with it political and economic advantages and led to the inclusion of biomass in the European Commission’s definition of renewable energy in its 2009 Renewable Energy Directive (RED; EC, 2009), being treated as ‘part of the package of measures required to reduce greenhouse gas (GHG) emissions.’

Zoek je bij de NOS met ‘EASAC’ of ‘biomassa verbranding’ vind je geen artikelen over relevante EASAC publicaties. EASAC heeft kennelijk minder ‘gewicht’ dan Royal HaskoningDHV. Je gaat haast denken dat de NOS ‘het’ niet wil weten. Zo erg is het echter niet, want onderstaande duikt wel op met de zoektermen;

Misschien wordt het tijd dat de RVS zich ook eens uitspreekt over hoe ‘klimaatvriendelijk’ het verstoken van biomassa is.
“De Raad van State stelt dat het Programma Aanpak Stikstof (PAS) niet als basis voor de toestemming voor activiteiten gebruikt mag worden. Op basis van het PAS wordt vooruitlopend op toekomstige positieve gevolgen van maatregelen voor beschermde natuurgebieden, alvast toestemming gegeven voor activiteiten die mogelijk schadelijk zijn voor die gebieden. Zo’n toestemming ‘vooraf’ mag niet (meer).”
Wat voor stikstof opging volgens de RVS lijkt me nog meer opgaan voor het CO2-klimaatneutraal rekenen met toekomstige CO2-absorptie van (voorgenomen) bomenaanplant ter neutralisatie van wat heden met verbranding wordt uitgestoten.
